New Courses for Ukrainian Municipalities: Partnership Between the Czech-Ukrainian Chamber of Commerce & Industry and UNBROKEN University
The School of Municipal Governance at UNBROKEN University, the Lviv City Council, and the Czech-Ukrainian Chamber of Commerce and Industry have signed a Memorandum of Cooperation, launching a new area of international partnership focused on local economic development and capacity building for municipal leaders in Ukrainian communities.
The memorandum provides for joint work on the development and implementation of an educational programme for local government representatives focused on investment attraction, local economic development, cooperation with businesses, and the implementation of economic development projects.
As part of the partnership, the parties will also collaborate on:
• developing modern educational programmes for municipalities;
• engaging international experts and business representatives in the learning process;
• organising study visits, internships, and exchange programmes between Ukraine and the Czech Republic;
• sharing best practices in economic development and investment policy;
• strengthening cooperation between Ukrainian municipalities, Czech businesses, and international partners.

The memorandum was signed by Andriy Moskalenko, First Deputy Mayor of Lviv, Ostap Protsyk, Director of the School of Municipal Governance at UNBROKEN University, and Michaela Mačarík, President of the Czech-Ukrainian Chamber of Commerce and Industry.
“Today, municipalities can no longer wait for investors to come knocking on their doors. They need to be able to speak the language of business, understand the global competition for capital, and build trust. That is why we are creating a programme that brings together the experience of municipalities, academia, and the business community. This is not about theory — it is about fostering a new economic culture in Ukrainian communities,” said Ostap Protsyk, Director of the School of Municipal Governance at UNBROKEN University.
